The first building was built by Daniel Scott, the first harbour master, as a warehouse for the new city. In the building's infancy, it was used as a temporary place to house the first 75 convicts that arrived in 1850 during the construction of the then-new Fermantle Prison. In 1895, the building welcomed its first guest. Throughout the years, it was expanded and polished to meet the increasing demand.
